What the City of Toronto's Subsidy Covers

The Basement Flooding Protection Subsidy Program offers a maximum of $3,400 for each property to assist with the installation of flood prevention measures. Eligible residential categories encompass single-family homes, duplexes, triplexes, and fourplexes.

Eligible Installations & Subsidy Amounts:

Backwater (backflow) valve — a maximum of $1,250 (covering as much as 80% of expenses)
Sump pump — a maximum of $1,750 (also covering up to 80% of the cost)
Foundation drain (weeping tile) severance and capping — a maximum of $400

The cumulative subsidy can accumulate to a lifetime cap of $3,400 for each property concerning these combined measures.

How It Works in Scarborough

Since Scarborough is part of the City of Toronto, the process and rules are identical no matter where you live:

Engage a licensed contractor who possesses the appropriate business license from the City of Toronto (T-94, T-92, T-87, or T-85).
Acquire a building permit, as mandated—particularly for the installation of backwater valves.
Set up the flood protection device(s) — such as a sump pump, backwater valve, or weeping tile severance.
Arrange for the City inspection and ensure it is completed (particularly for backwater valve installations). Avoid covering the device prior to the inspection.

Please submit your subsidy application online within one year of installation, along with the original paid invoices, permit documents, and any necessary forms. Applications will be processed on a first-come, first-served basis, depending on the availability of annual funding.
